UPDATE: the burn victim was stealing copper from an electrical vault behind a liquor store when he contacted high-voltage equipment.
The incident severed both of his legs. One foot was found inside the vault, while the other landed on the sidewalk.
He was transported to Antelope Valley Hospital and is reportedly not expected to survive.
