Through the investigation, detectives determined that while Howard Parker was employed as an in-home caretaker for the adult victim, he sexually assaulted the victim, who has cognitive disabilities. Parker was arrested and booked at High Desert Detention Center for PC 261(a)(1)- Rape, PC 286(g)- Sodomy, PC 289(b)- Sexual Penetration of a Victim Unable to Give Consent, and PC 368(b)(1)- Elder Abuse. Parker is being held in lieu of $80,000 bail. Detectives are releasing Parker's booking photograph in an effort to identify any additional victims. On Thursday, July 23, 2026, with the assistance of the Victor Valley Multi-Enforcement Team, The Apple Valley Gang Enforcement Team served a search warrant at a residence located in the 18000 block of Thomas Court, in the City of Adelanto. Deputies located a stolen 12-gauge shotgun at the residence, along with shotgun shells and illegal fireworks.
