7:05 AM7h agoCrimeThe FBI’s Art Crime Team Returns 48 Cultural Artifacts to Egyptian Officials……at a Ceremony Held at the FBI’s Los Angeles Field Office The FBI returned 48 cultural artifacts to representatives of the Egyptian government at a ceremony held in Los Angeles, announced Patrick Grandy, the assistant director in charge of the FBI’s Los Angeles Field Office. The repatriated cultural property includes carved figures, amulets and tomb equipment, among other items, from the Pharaonic, Roman, and Coptic periods. Assistant Director in Charge Grandy was joined at the ceremony by His Excellency, Ambassador Dr. Hossam Eldeen Aly, Consul General of the Arab Republic of Egypt in Los Angeles; the FBI’s Legal Attache assigned to the United States Embassy in Cairo; members of the FBI’s Art Crime Team; representatives from the U.S. State Department; the United States Attorney’s Office and the FBI’s International Operations Division. With the assistance of the U.S. Department of State and antiquities experts, and with the assistance of the FBI’s Legal Attache in Cairo, it was confirmed that all 48 objects originated from Egypt and should rightfully be returned to the people of Egypt. Repatriation ceremonies are important displays of the goodwill shared between nations—and today—specifically between Egypt and United States. These ceremonies are the result of significant effort by personnel from both countries, including those from the diplomatic, law enforcement, and academic communities. The investigation, which is ongoing, yielded information indicating that these artifacts were illicitly trafficked from Egypt. This included critical analysis from the Egyptian Ministry of Foreign Affairs which identified the items as authentic artifacts of Egyptian cultural property, as well as having no record of having been lawfully removed from Egypt. The investigation further revealed that the suspected trafficker of the items is now deceased; however, the case remains open to identify potential co-conspirators, as well as the location of other illicitly trafficked artifacts. The FBI and the United States relies on the public to be vigilant as it relates to artifacts and antiquities trafficked to the United States. Oftentimes, these items are not discovered to have been looted until many years or decades after they are removed from their country of origin. Furthermore, the person or entity currently in possession of the items may have had no direct contact with the trafficker; the items may have been inherited or may have exchanged hands multiple times before being identified as illegal in our country. “I’m honored to return these items of historic significance to the people of Egypt, where they belong,” said Patrick Grandy, the Assistant Director in Charge of the FBI’s Los Angeles Field Office. “Through the stellar work of the FBI’s Art Crime Team and their diplomatic, academic and law enforcement partners, the FBI plays a key role in preserving cultural heritage, whether items were stolen, looted, or found through other means, and return them to the country of origin, where they can be cared for and treasured by their rightful owners. The FBI urges anyone who suspects they may have looted cultural property to contact their local FBI field office and the FBI’s Art Crime Team.” His Excellency, Ambassador Dr. Hossam Eldeen Aly, Consul General of the Arab Republic of Egypt in Los Angeles stated, “These handed-over artifacts represent an integral part of the history and cultural heritage of Egypt and its people, and we are very glad and honored to bring those home.” He extended sincere gratitude to the United States Government for that and mentioned that “Egypt looks forward to more constructive and solid bilateral cooperation in the cultural field and beyond.” The illicit trafficking of cultural property is a source of funding for transnational criminal and terrorist organizations and undermines the integrity of the art and antiquities market in the United States. In 2016, the United States and Egypt entered into a cultural property agreement that enables the imposition of U.S. import restrictions on certain categories of archeological and ethnological material from Egypt. This agreement creates a framework for cooperation between the two countries to identify, interdict, and return trafficked cultural property, while encouraging legal exchange for cultural, educational, and scientific purposes. In the past ten years, U.S. law enforcement has returned over 5,000 cultural artifacts to Egypt. The FBI, through its field offices, law enforcement attachés, and its Art Crime Team work together to recover and repatriate cultural property to the countries of origin. In some cases, a prosecution results; in others, the statute of limitations has elapsed. In both cases, the recovered objects are returned to the citizens of the respective country. The FBI’s Art Crime Team was created in 2004 in response to an increase in cultural property crimes worldwide and it is comprised of a national team of agents based in major cities who specialize in art crime investigations and in returning art and cultural property to its rightful owner. Art Crime Team members are stationed throughout the United States, including two members in Los Angeles. These agents are uniquely trained in art and cultural property investigations and have recovered more than 20,000 items, collectively worth more than $1 billion. Art and cultural item buyers are encouraged to review the FBI’s Stolen Art File (NSAF) as a resource—prior to a purchase—to determine if the item has been reported as stolen to the FBI. Stolen objects are submitted for entry to the NSAF by law enforcement agencies in the United States and abroad. Currently, there are about 5,000 listings including fine art, collectibles, or anything that has a cultural value that can be uniquely identified. There are also other public and private information and databases that provide additional details concerning stolen items and items restricted from import. Research of the provenance of an object prior to purchase is also recommended. Authorities are searching for Terry Lamar Easter, 50, also known as “Capone.” CHP says Easter has a $1 million warrant for his arrest and is considered armed and dangerous. Investigators are also searching for Easter’s mother, Madge Wells, 74, and an associate, Ryan James Lewis, 45, in connection with the investigation.
