This bicycle rider does not stop at the stop sign, does not look both ways first; then on the next few blocks runs a red light & does not even bother to look if any cars are coming. He did not even turn his head to look both times. He is carrying a female on the front of his bicycle. Do bicycle riders need to stop at stop signs or red lights and look before turning by law?
