VIOLENT FELON STEALS POLICE CAR

Julian Duque Harper- 41-year-old male from Ridgecrest

H&S 11550- Under the Influence of a Controlled Substance
PC 148(a)(1)- Resist Arrest
PC 273.6- Domestic Violence Restraining Order Violation
PC 69- Threaten Executive Officer
H&S 11395- Possession of Controlled Substance
ADDITIONAL CHARGES: PC 215- Carjacking
CVC 23153- DUI Causing Injuries
CVC 2800.2- Felony Evading
CVC 20002- Hit and Run with Injuries
On April 18, 2026, officers arrested Harper for the listed charges. After medical clearance, while being transported to Bakersfield, Harper assaulted another detainee. The officer intervened and after a struggle Harper then struck the officer, took control of the patrol vehicle, and fled on Highway 14.
A pursuit involving the Kern County Sheriff’s Office and California Highway Patrol followed, during which Harper collided with another civilian vehicle, causing only minor injuries. The pursuit ended when Harper crashed the vehicle and was taken into custody after refusing to surrender.
The officer, the involved civilians, and Harper were treated and released from local hospitals. The second detainee remained cooperative throughout. The department also recognizes a concerned community member who attempted to assist during the incident.
The Ridgecrest Police Department will conduct an internal review.
